change the default link from an anchor to a relative page in the apt format

To be inline with wikis and other formats the APT parser should recognise the
link "MyLink" as a relative link whereas "#MyLink" would link to an anchor.
This is a deviation from the apt format, but would remove confusion for new
users and those working on supporting multiple formats.
this changes the interpretation of {{Link}} and {{{Label} Link}} alone.
