I can no longer reproduce this with `maven-dependency-plugin` 3.6.0. Both the original reproducer and the analyzer case from the attached second reproducer complete with no dependency problems. For the second reproducer, `library` must use compile/default scope; its attached test-scoped configuration fails compilation before dependency analysis.
