I have rebased this onto current master and fixed the two integration test failures in #12692, keeping your commit and authorship. The failures were genuine Jetty 12 behaviour changes rather than migration slips: MNG-4360 needs `UriCompliance.LEGACY` because the WebDAV wagons send `//org/apache/...` with an empty leading path segment, and MNG-4554 needs a non-caching `ResourceHttpContentFactory` because it swaps the served repository mid-test.
