Opened apache/maven#12709 to settle the underlying question this PR raises: which minimum Maven version the plugins and shared components should agree on. Short version of the data there — 65 projects declare a `<mavenVersion>`, and 51 of them are already on 3.9.x or later. Only 13 remain on 3.6.3, plus one on 3.2.5. So this is not moving the ecosystem forward so much as bringing a straggler in line with where most of it already is. If the answer there turns out to be "not yet", this PR should be closed and the `maven-compat` line annotated as blocked on that decision rather than left looking like an oversight. -- This is an automated message from the Apache Git Service.
