The outcome of this discussion: the Resolver implements scope mediation as specified (verified against raw Resolver output via MIMA), and the unexpected behaviour reported here stems from Maven Core, tracked and fixed for Maven 4 as MNG-8041 (apache/maven#1460). The toolbox conflict resolver variant is available as a mitigation on the Maven 3 side, with plugin-side fixes under MASSEMBLY-1008.
