Bumps the common `version.maven-plugin-tools` property from 3.15.2 to 3.16.0.
This single property is shared by `version.maven-plugin-plugin` and
`version.maven-plugin-report-plugin`, as documented by the comment above it:

Dependabot opened two separate PRs for this upgrade, and each of them
replaces the `${version.maven-plugin-tools}` reference with an inlined version,
which breaks the intentional sharing of one common version:
- Supersedes #606 (maven-plugin-report-plugin)
- Supersedes #607 (maven-plugin-plugin)
