This is being addressed in apache/maven-filtering#397, which introduces a
`changeDetection` enum at both the request level and, with the latest addition,
at the individual `<resource>` level — so each resource can declare its own
strategy without needing separate executions:
```xml
<resources>
<resource>
<directory>src/main/resources</directory>
</resource>
<resource>
<directory>config/runtime</directory>
<changeDetection>NEVER</changeDetection>
</resource>
</resources>
```
