This issue is fixed upstream in apache/maven-filtering#397. The root cause: `DefaultMavenResourcesFiltering` emitted `"Copying file X"` unconditionally *before* calling the copy, so the log was always emitted even when the change-detection strategy (content-hash, timestamp, NEVER) decided to leave the destination untouched. The fix in maven-filtering#397: - `MavenFileFilter` gains a new `copyFileWithResult()` method that returns `true` when the destination was actually written, `false` when it was skipped. - `DefaultMavenResourcesFiltering` calls `copyFileWithResult()` and moves the debug log **after** the copy, emitting either `"Copying file X"` (written) or `"Skipping file X (up to date)"` (skipped) based on the actual outcome.
