## Summary
`all-profiles` now uses the active profile IDs from Maven settings when
classifying settings-defined profiles. This keeps settings profiles from being
incorrectly reported as inactive when Maven does not expose them through the
project active-profile list.
## Changes
- Track `${settings.activeProfiles}` in `AllProfilesMojo`.
- Add regression coverage for active and inactive settings profiles.
## Testing
- `mvn -Dspotless.check.skip=true -Dspotless.apply.skip=true verify
-DskipITs`
- `git diff --check`
Spotless formatting could not run locally because the bundled
palantir-java-format fails with the installed JDK; the affected files were
reviewed and Checkstyle passed.
