   ### Bug description
   
   What happened:
   
   * run `mvn clean verify`, compilation fails
   * run `mvn verify`, compilation is skipped ("Nothing to compile - all 
classes are up to date.") and tests fail with a 
`java.lang.NoClassDefFoundError` because not all classes were compiled in the 
first run
