+1 to your analysis. The goal of this PR is to fix the Kotlin+Java interop case — putting `target/classes` back on the classpath so javac can see classes compiled by Kotlin in the first pass. That goal is achieved. The stale-class scenario is pre-existing incremental compilation debt, not a regression introduced here.
