Raises the Maven baseline from 3.6.3 to 3.9.16, with the resolver it ships (1.4.1 → 1.9.27), matching reporting-exec (#163 there), reporting-impl, maven-site-plugin and MPIR. The Dependabot rule from #682 now ignores only resolver 2.x, which pairs with Maven 4, so 1.9.x updates come through again. Verified: \`mvn verify\` on JDK 21 and JDK 8 → BUILD SUCCESS, 68 tests as on master, none skipped; the only new compiler warnings are Maven 3.9 deprecations in test code. -- This is an automated message from the Apache Git Service.
