Backport of #13289 to 4.0.x, where Enforcer's \`banDuplicateClasses\` flags the same 11 classes in 4.0.0-rc-7. Cherry-picked cleanly. Verified: \`mvn install -pl compat/maven-settings -am -amd -DskipTests\` → BUILD SUCCESS; \`maven-settings\` has 0 \`settings/v4\` classes, \`maven-support\` has 11, and the built distribution's \`lib/\` carries them only in \`maven-support\`. -- This is an automated message from the Apache Git Service.
