Switches CI from `maven4-enabled` to `maven4-build`. The code uses no Maven API, but the build fails under Maven 4 until maven-shade-plugin writes an empty `relativePath` in the dependency-reduced POM (apache/maven-shade-plugin#813, apache/maven-shade-plugin#843).
