`EnforcerRuleUtils.resolvePlugins` and `resolveReportPlugins` resolved
expressions by setting values on the `Plugin` and `ReportPlugin` objects of the
project model, so a rule leaked its interpolation into the model every other
plugin sees. They now resolve and return copies; the only caller,
`RequirePluginVersions`, only reads the result.
Found while porting to the Maven 4 API; part of apache/maven#13309.
Verified: both new tests in `EnforcerRuleUtilsTest` fail without the fix
(the model plugin loses its `${group}` placeholder).
