Fixes #13321 The built-in settings.xml contains interpolation placeholders inside XML comments. If a substituted value contains `--`, the comments become malformed XML and Maven fails while building effective settings. This replaces the comment-only placeholders with example paths while preserving interpolation in actual settings values. It also adds a regression IT using a `foo--bar` user home path. Validation: - `git diff --check` - `xmllint --noout apache-maven/src/assembly/maven/conf/settings.xml` - Manual Maven settings parse with `-Duser.home=/foo--bar` (passed settings parsing; full offline build was blocked by the shallow checkout's missing `maven-parent:50` artifact) -- This is an automated message from the Apache Git Service.
