`PluginVersions` shipped in 4.0.0-rc-7 through the 4.0.x backport, so `@since 4.1.0` was wrong. The trailing comma in the `maven-plugin` packaging binding is a leftover from 3.x's `jar:jar,plugin:addPluginArtifactMetadata`; `String.split` already dropped the empty token, so behaviour is unchanged.
