   Trial of the default lifecycle on the newest plugin releases, to see what 
breaks before any of them reaches 4.0.0 GA. Not for merge.

ear and rar have no 4.x release. jar and resources 4.0.0-beta-1 date from June 
2024, before the rc API changes, so they are the likeliest failures.
   
   The same properties also feed `impl/maven-core`'s own `pluginManagement`, so 
this changes how maven-core itself builds, not only what the lifecycle binds.
