Fixed in 3.9.0, where `go-offline` resolves through the Resolver API with the project's own dependency management (#1533). On the codeberg reproducer with Maven 3.9.16, plugin 3.6.1 downloads logstash-logback-encoder 7.4 and 3.11.0 downloads 7.3, the overridden version. -- This is an automated message from the Apache Git Service.
