Backport of the master change, follow-up to #13455. Every matrix job uploads its Mimir directory as an artifact for `consolidate-caches`, which only saves on push when the POM-hash key is not stored yet. On pull requests, and on pushes whose POMs match a stored entry, nobody reads those uploads: the PR run of #13454 uploaded 19 of them, about 6.4 GB (170 MB from initial-build, about 200 MB per full-build job and 480–510 MB per integration-test job).
