Reproduced with the attached project on 3.8.1 and 3.12.0-SNAPSHOT. The cause
is the CI-friendly version: `AnalyzeExclusionsMojo.isExclusionInProject`
compares the exclusion's source model ID, which keeps
`${revision}${changelist}${sha1}`, with the interpolated
`com.example:kotlin-parent:1-SNAPSHOT`, so every exclusion is skipped and the
goal exits without output. With a literal version, the same project reports
`foo:bar` in Kotlin Parent and BOM.
