With `classifier` set, the overwrite rules ran on the original artifacts and the translated ones were then copied unconditionally, so `overWriteIfNewer` never applied. The skip decision now runs on the translated artifacts. As a consequence the classifier artifact is resolved before the check (it needs the file's timestamp), and the "already exists" messages name the classifier artifact.
