Stacked on the ignore-options PR. With `maven.test.skip`, test-scoped dependencies are no longer reported as unused. A `usedDependencies` entry that is already used is a dependency warning instead of a build failure, so `failOnWarning` still fails. The new `analyze-report-only` goal renders the report without forking test-compile; it needs an explicit `@Execute(phase = NONE)` because the parent's fork is inherited otherwise.
