Cross-referencing #13499 (updated with m2e analysis) — the `invalidate(Artifact)` pattern added to `PluginRealmCache` in this PR should be generalized across Maven's other caches. m2e overrides 5 cache components (`PluginRealmCache`, `ExtensionRealmCache`, `ProjectRealmCache`, `PluginArtifactsCache`, `MavenMetadataCache`) solely to add eviction/flushing for IDE workspace mutability.
