I _think_ this TS is "lowest DOS" timestamp (so is kinda portable), and defined by people at https://reproducible-builds.org/ but I might be wrong here. @hboutemy ? But in general, yes, that is the idea, and as I said, several plugins automatically maintain it for you without asking.
