Backport of #13577 to maven-4.0.x. The commit applies cleanly. An aggregator goal on the command line builds a project once more after the reactor, and the progress counter of `ExecutionEventLogger` took it for one more project, so that the output went past the total, as in `[4/3]`. A project built again now shows the number it was given the first time. The change is in the logger of `maven-cli` and in the copy in `maven-embedder`. `ExecutionEventLoggerTest` passes in both modules, including the new test. The full run of `maven-cli` and `maven-embedder` with their dependencies has one failure in `maven-impl`, `DefaultModelBuilderTest#testResolvedDependencyParentCacheDoesNotShareActivationWithProjectParent`, a module this change does not touch.
