Approving a workflow run of a PR from a fork starts it as attempt 2, so the GitHub context was dumped after every approval, not only on re-runs. Dump it in PR Signal and PR Automation only when the run is re-run with "Enable debug logging". In PR Automation the condition moves from the job to the step, because `runner.debug` is not available in a job-level `if` - the `dump-github-context` job now always runs, with the step skipped.
