`open-pull-requests-limit: 10` on the single block. With four independent daily
blocks, the default limit is 5 PRs per block (20 total). The 3.x line (master)
may see more stale dependencies than 4.x — consider adding an explicit low
limit here (e.g. `open-pull-requests-limit: 3`) to avoid a wave of simultaneous
