All callers of PR Automation have moved from `pull_request_target` to `push` (apache/maven-* and mojohaus), so the `pull_request_target` handling can go: - the pull request is always looked up from the merge commit, - the `merged` output and its conditions are dropped - a PR found by its merge commit is always merged, - the milestone is removed only for PRs with the `skip-changelog` label, - the concurrency group is removed - each push had its own group anyway. A caller still on `pull_request_target` gets all jobs skipped. Follows #356.
