cstamas commented on issue #2191:
URL:
https://github.com/apache/maven-resolver/issues/2191#issuecomment-6297064878

   Example: we receive a prefix file with following content (for brevity, I am
omitting headers etc, just the content):
   ```
   /org/apache
   /org/apache/maven
   ```

   Today, according to related bug, this happens:
   * GET /org/apache/parent/1.0/parent-1.0.pom is **refused**
   * GET /org/apache/maven/... is **accepted**

   Reason is, that parsing builds a tree, and acceptance depends that path
walked to (and would beyond) a leaf. But, in this case, tree built after first
line is `org -> apache` (so in this moment, `apache` is leaf), but after
parsing second line, tree is `org -> apache -> maven`. Hence, when resolving
path `/org/apache/parent/1.0/parent-1.0.pom`, it will "step off" the tree
without touching leaf, and request is forbidden. Have to say, that even if
lines arrive to parser in reverse order, outcome is same.
