Already fixed on master, since commit 33aedfc28 ([MNG-7156][MNG-7285] Add locking in MojoExecutor, Dec 2021): an aggregator mojo now holds a write lock (aggregatorLock in MojoExecutor) that blocks every other mojo execution in the session while it writes to all projects, which is exactly the race described here. Verified with a concurrency test against current impl/maven-core: a regular mojo on a different project is reliably blocked while the aggregator holds the lock.
