Backport of #13652 to `maven-4.0.x`. Cherry-pick of d3a99da13e29f1caa3b76458a688808cf3ffab20 required conflict resolution. **Changes:** - JvmConfigParser: escape backslashes and double-quotes in `appendQuotedArguments()` so @argfile-format output is correct on Windows paths (per JDK @argfile spec) - mvn.cmd: pass jvm.config to the JVM via `@"%JVM_CONFIG_TEMP%"` argfile token instead of reading file content into a cmd.exe variable — eliminates quoting/expansion/metacharacter issues and Windows Defender file-lock races - mvn.cmd: delete the temp file after the JVM exits (not before launch) so the @argfile reference is valid at JVM startup **Conflict resolution:** - `mvn.cmd` had two conflicts: (1) the retry/read logic section used `if not defined` on `maven-4.0.x` vs `if "%..."==""` on `master` — resolved by taking the new argfile approach which replaces both; (2) the debug echo line included `%MAVEN_VERSION_PRINTED%` from `master` which doesn't exist on `maven-4.0.x` — removed.
