Closing as duplicate of #13691, which implements a simpler and more correct fix: always count relative to the actual reactor being built, for both `-pl` and `--resume`/`-rf`. The `-rf`-specific branch added here preserves an approximation that was already fragile — it assumes the skipped projects are a contiguous prefix of `getAllProjects()`, which isn't guaranteed.
