With `maven4-enabled`, the matrix excluded only JDK 8 from the Maven 4 cells, but Maven 4 needs Java 17 to run. A caller listing JDK 11 in `jdk-matrix` therefore got cells that fail at startup with `Apache Maven 4.x requires Java 17 or newer to run.`, and the matrix's fail-fast cancelled every other job: apache/maven-jlink-plugin#702 lost 28 of 30 jobs that way. The exclusions now cover every `jdk-matrix` entry below 17, plus JDK 8 as before; the default matrix produces the same single JDK 8 exclusion as today. Verified: the `jq` expression against `["11","17","21"]` → excludes 11 and 8; `["21","25","8"]` → 8 only; `["17.0.2","11.0.20","21"]` → 11.0.20 and 8; numeric `[11,17]` → 11 and 8. -- This is an automated message from the Apache Git Service.
