Backport of #13705 (#13702) to 4.0.x. As on master, only the `apache-maven` module depends on the artifact, so this removes the shut-down maven.java.net repositories from Maven's own build; the version property is renamed to `jakartaAnnotationApiVersion`. `LICENSE.vm` elects EPL-2.0 for the dual-licensed jakarta jar: the template writes one `lib/<artifactId>.license` per license, so listing both would leave only the GPL text in `lib/`. `maven-core` keeps exporting the javax coordinates.
