Fixes #13306
`DefaultPackagingRegistry.lookup` currently consults only the Sisu
`LifecycleMapping` lookup, even though `PackagingProvider` values are supplied
to its extensible-enum superclass. As a result, extension-provided packaging
such as `app-client` is reported as unknown. Consult provider-backed packaging
first while retaining the legacy lifecycle-mapping fallback, and cover the
provider lookup (including case normalization) with a regression test.
Although #13319 was merged, the current `master` source at this PR's base
still has the lifecycle-mapping-only override; this applies the minimal
provider-first behavior to the current implementation.
Validation:
- Passed: `mvn -pl impl/maven-core -am -Dtest=DefaultPackagingRegistryTest
-Dsurefire.failIfNoSpecifiedTests=false test` (5 tests).
- Full `mvn -Prun-its verify` did not pass: 1,094 core ITs reported 1
failure, 4 errors, and 43 skipped. The failure was
`MavenITmng4559MultipleJvmArgsTest.testMultipleJvmArgs` (`expected <value1> but
was <${test.prop1}>`); resolution errors included missing
`maven-testing:4.1.0-SNAPSHOT` and `maven-it-plugin-expression:2.1-SNAPSHOT`.
This run used task-local Maven 3.9.9 and Java 26.0.2.
