Closes #316. Stacked on #320. Adds three `$spdx` methods so a template can list each license once instead of once per dependency: - `$spdx.group($projects)` maps each SPDX expression to the dependencies that use it, sorted by expression. - `$spdx.ids($projects)` returns every license and exception ID those expressions use, each one once, so a template adds each license text once. A dual-licensed `CDDL-1.1 OR (GPL-2.0-only WITH Classpath-exception-2.0)` dependency contributes `CDDL-1.1`, `GPL-2.0-only` and `Classpath-exception-2.0`. - `$spdx.unresolved($projects)` returns the dependencies left out of the groups, whose declared licenses a template still has to list. -- This is an automated message from the Apache Git Service.
