Adds a `licenseMappings` parameter for the declared licenses the built-in
aliases leave unresolved:

<spdxId>BSD-3-Clause</spdxId>
<name>BSD</name>
<url>https://asm.ow2.io/license.html</url>
</licenseMapping>
</licenseMappings>
```
A mapping applies when each of its `name` and `url` that is set matches, so
a generic name such as "BSD" can be pinned to one project's URL without
catching every other "BSD". Mappings are tried in order, before the built-in
aliases. The parameter is a list of beans rather than a map, because a URL
cannot be a configuration element name.
