A supplement that leaves out `<url>` rewrites the dependency's project URL and SCM URL by appending the artifactId. For a dependency whose POM declares `https://jsoup.org/` and SCM `https://github.com/jhy/jsoup`, a supplement that only sets `<licenses>` produces `https://jsoup.org/jsoup` and `https://github.com/jhy/jsoup/jsoup`, and the generated DEPENDENCIES file links to a page that does not exist. [`mergeModels`](https://github.com/apache/maven-remote-resources-plugin/blob/master/src/main/java/org/apache/maven/plugin/resources/remote/AbstractProcessRemoteResourcesMojo.java#L1037) merges with `assembleModelInheritance(child, parent)`, which treats the dependency's POM as a parent module and appends the child's artifactId to inherited URLs. A supplement describes the same artifact, so its inherited URLs should stay as the POM declares them; `ModelInheritanceAssembler.copyModel` already merges that way.
