Backport of #13728 to `maven-4.0.x`. Cherry-pick of 27b151dd8d56fc838f7778c932b50d681db3c651 applied cleanly. **Changes:** - Replace the eagerly-snapshotted `Map<Artifact, File>` with a `Map<Artifact, MavenProject>` so that the reactor artifact file is read at lookup time rather than map-build time - Prevents NPEs in the concurrent builder when a sibling project installs its jar after dependency resolution has started - Adds a test verifying that resolution completes without error when a reactor sibling has a null artifact file Fixes MNG-6300 -- This is an automated message from the Apache Git Service.
