Fixes #269. Carries #306 by @efegokdemir: their five commits are cherry-picked as authored onto current master, with one commit of mine on top that moves the new test to bundle version `1.6`, because `1.4` is now also used by the `useProjectFiles` test and the shared jar broke the suite. Appended `.vm` resources now render through the mojo's own `VelocityEngine` instead of the static `Velocity` singleton, so parallel builds no longer share global engine state and appended templates can `#parse` templates from the bundle. A rendering error names the appended template. Verified: `testFilteredAppendedResource` fails on master (`ResourceNotFoundException` for the bundled template) and passes here.
