`JavadocUtil.copyResource` never closed the stream it copied from, and read it through the JVM-wide `jar:` cache, so a `resourcesArtifacts` jar stayed open for the rest of the build ([JDK-8239054](https://bugs.openjdk.org/browse/JDK-8239054)): locked on Windows, and read stale under mvnd once the resources module is rebuilt. The resource is now read through an uncached connection and the stream is closed.
