`GroupIdFilter` matches every groupId that starts with a listed one, so `includeGroupIds=org.example` in maven-dependency-plugin also selects `org.example.foo` (apache/maven-dependency-plugin#1463). That prefix match has been the behaviour since 2008, `TestGroupIdFilter` relies on it, and other plugins call this filter too (for example nar-maven-plugin and wix-maven-plugin), so the existing constructor keeps it.
