The library compiled against Maven 3.6.3 while already using Resolver 1.9.27, the version Maven 3.9.16 ships. It now compiles against Maven 3.9.16, so callers need Maven 3.9 or later; the Maven plugins that use it already require 3.9.0. Dependabot no longer ignores every `org.apache.maven:*` update: it holds `maven-artifact`, `maven-core` and `maven-model` below 3.10.0 and Resolver below 2.0.0, so 3.9.x and 1.9.x updates still arrive.
