The compatibility plan makes Maven 3.9 the minimum for our plugins, and the [prerequisite discussion on dev@](https://lists.apache.org/thread/pyf2nhplh332xmdyqdgvlk80dbvb6x43) confirmed that "plugins still declaring 3.6.3 can move to 3.9.0 with their next release". 35 plugins still declare `<prerequisites><maven>3.6.3</maven>`. Each pull request below changes only the prerequisite to 3.9.0. The Maven version the plugin compiles against (`mavenVersion`) is a separate question and is not touched here.
