Report plugins copy the parameter documentation of `AbstractMavenReport`
into their own plugin descriptor. There, `{@link #getOutputPath}` and the two
`@see SiteTool#…` tags cannot be resolved, so every report plugin build logs
"Unresolvable link" and "Could not get javadoc URL" warnings (about 200 across
20 plugins in the estate). They are now `{@code}` references, and the `locale`
description says in words what the `@see` tags pointed at.
A release of this, together with the `@Inject` fields already on master (the
released 4.0.0 still uses the deprecated plugin `@Component` on `container`,
`siteRenderer` and `siteTool`, which logs "Use JSR 330 annotations" in each
report plugin), removes both kinds of warning from the report plugins once they
upgrade.
Verified: building maven-jxr-plugin against this snapshot logs none of the
`getOutputPath`/`SiteTool` warnings.
