Test fixture `.conf` files referenced JARs by their versioned filenames (e.g. `jakarta.xml.bind-api-4.0.2.jar`). When Dependabot bumps a dependency version in `pom.xml`, the new JAR is copied with the new name but the `.conf` files still point to the old name, causing `FileNotFoundException` in tests (see #13708, #13711). Use `maven-dependency-plugin` `stripVersion=true` so JARs are copied without the version suffix (`ant.jar`, `log4j-api.jar`, `jakarta.xml.bind-api.jar`), and update all `.conf` test fixtures accordingly.
