Pull requests and pushes were built only by the nightly Jenkins job, so a PR got no CI result at all. This adds the shared Verify workflow, as the other Maven repositories use: `mvn verify` on Java 21 and 25 (the tool requires 21) and on Maven 4. The Jenkins job stays for the nightly report and site, which need the `API_TOKEN` credential.
