Root POM cleanup: - `scm` pointed at `github.com:apache/maven-mvnd`, which is not a URL, so the site's source links were broken; it now uses the GitBox connection and the GitHub tree URL, with `tag` `HEAD`. - adds `issueManagement` for GitHub Issues; the effective POM had none. - `javaVersion` 17 replaces `maven.compiler.source`/`target`/`release`; the Apache parent derives `maven.compiler.release` from it, so the effective release stays 17. - drops `version.apache-rat-plugin` (same as the Apache parent), `project.build.sourceEncoding` (inherited) and the unreferenced `apiguardian-api.version`, `repository.url` and `project.github.repository`. - uses the `maven-4.0.0.xsd` schema location.
