maven-scm 2.2.1 pulls in Apache MINA SSHD 2.7.0 through JGit 5.13 (GHSA-fhw8-8j55-vwgq, GHSA-2326-hx7g-3m9r), and the sshd management in the maven-scm POMs does not reach consumers. Managing `sshd-sftp` and `sshd-osgi` here puts 2.20.0 on the plugin's runtime classpath; the property can go once a maven-scm release declares them itself. The `plexus-archiver` 2.2 flagged in the audit (GHSA-wh3p-fphp-9h2m) is test-only, via `maven-plugin-testing-harness`, and is fixed only in 4.x, so this PR leaves it.
